Together for a safer digital space!

Lille, an active digital metropolls oriented towards Northern Europe, will be a hub of thinking about the challenges and dangers of new communication technologies at the International Forum On Cybercriminality.

DID YOU SAY CYBERCRIMINALITY?
Cybercriminality refers to all illegal activities using or targeting digital systems and networks. This forum is a good opportunity for companies, local government and private users to gauge the challenges and the advances in the field of public and private protection against digital risk. Sharing experiences with other invited countries provides an opportunity to discover efficient tools and effective ways of fighting against digital crime. These exchanges will afford food for thought which will help France and the EU establish their policies of prevention and repression to tackle this emerging crime.

THE IFC IN 2009
While stressing the opportunities for development and expansion provided by digital technologies, the plenary sessions and the 15 specialized stands emphasized the need to continue to inform all users about the risks of inexpert practices.

HEADING TOWARDS IFC 2010.
So that cybercrime no longer pays!

The growing success of the event is such that the 4th International Forum will be held overtwo days in order to provide an even stronger mobilization of all national and international public and private partners.



4th International Forum on Cybercriminality will be held in Lille (France) on 31 March and 1 April 2010 in the Grand Palais in Lille and will involve over 1500 participants.

This will provide a unique occasion for discussions between leading national and international experts, leading to improved understanding of the challenges posed by cyber crime.
Lille, France, 25 November 2009 - Organised by the National Gendarmerie with the support of the European Union, the FIC - Forum International sur la Cybercriminalité (International Forum on Cybercriminality) - offers a series of debates, conferences and workshops, within the framework of public and private collaboration.
In order to obtain even greater participation, the 4th event will take place over 2 days.

Now that information systems are widely used by government, business, and in private life, cyber crime and its use by organised criminal gangs is on the increase.

Faced with this serious threat that knows no boundaries, the FIC plays an important part in strengthening the fight against cyber crime; bytaking a global approach based on international cooperation. Apart from its role of increasing awareness and providing information on the various dangers of the internet, the aim of the FIC is to provide a forum for an exchange of views and reflection. Strengthening its recognition on the international stage, the FIC 2010 will be proud to welcome a symposium organized in partnership with OSCE to have – with a panel of experts – a full reflection on how to secure the digital space.

In its pursuit of action to raise awareness of the risks and to produce concerted action by those involved in the fight against cyber crime, the forum, wich was set up in 2007, has made steady progress both at home and abroad.

Via its programme and the audience it hopes to attract, the FIC 2010 will act as an invitation to forge closer links between the investigation services and the judiciary. It is the ideal venue for promoting an exchange of views on how to strengthen international cooperation.

LILLE-Eurométropole :
towards a European pole of
excellence to fight against
cybercriminality.

Unfortunately, this system also stems from the explosion of the new dimension of crime which affects the world's population in its daily life. This form of crime is extremely lucrative as its income hast just overtake that of drug trafficking, while being much safer for cyber delinquents who take advantage of the anonymity and ubiquity provided by these new communication technologies.

The mobilization to fight against this 21st century scourge must be total by means of a public and private partnership and increased international cooperation. The IFC aims to concretize this vital process. Relaying the European action and being based on the cybercriminality Convention adopted by the Council of Europe in November 2001, the IFC continues to profit from the financial support from the European commission which made fight against the illicituses of Internet and the economic and financial frauds one of its priority actions.

The IFC in a few words
The 3rd International forum on cybercriminality (IFC 2009), which was held on March 24th 2009, once again gave the proof of your interest and your passion to act «Together for a safer digital space». This event was honored by speeches of Mrs. Michèle ALLIOT-MARIE, Ministry of the Interior, of Overseas Departments and Territories, and Mr. Stefaan DECLERCK, Belgian Ministry for Justice, and Mr. Jacques BARROT, Vice-president of the European Commission and responsible for Justice, Freedom and Security which illustrates the implication and the support of the highest political authorities.
This demonstration continues to receive a resolute support for its perpetuation in Lille from the political, administrative and regional authorities with a view to make Nord-Pas-de-Calais a European pole of excellence of reflexion and development of the tools to fight against cybercriminality. Lastly, the audience always growing, with more than 1400 participants, 450 companies and 17 countries represented, testifies to the relevance of the sets of themes approached and the increased perception of the digital threat on the human activities.

Welcome to the 2010 IFC
So that cybercrime no longer pays.
For the General DEANAS, Commandant of the Gendarmerie in Nord-Pas-de-Calais, Commandant for the North defense area, the message for the 4th Forum is «cybercriminality must not remain a hidden phenomenon so as not to play into cybercriminal's hands by strengthening their feeling of impunity». The goal of this forum, besides its role of raising awareness and giving information about the various dangers of cyberspace is to take forward and unite private and public initiatives designed to reassure users, while dissuading and repressing illegal actions. That is the reason why best practices must be shared on international and European scale to achieve a global solution.
